The European Union decision-making system involves three main institutions: the European Commission, the European Parliament and the Council.

The European Commission has the sole right to make legislative and policy proposals, while the European Parliament and the Council make decisions jointly (“co-decision”), except in a limited number of areas where the Council decides alone.
